In his speech, Tokayev emphasized, "Kazakhstan, with its vast lands but no access to the sea, understands the true value of water." He highlighted the pressing issue that over 2 billion people worldwide still lack access to quality drinking water.
Commitment to Global Water Initiatives
According to the statement from the Kazakh Presidency, Tokayev reaffirmed the country's commitment to global initiatives aimed at providing access to drinking water. He noted, "More than 4 billion people are facing severe water scarcity." This underlines the critical importance of collaborative efforts in water security.
The Role of Glaciers in Global Water Supply
Tokayev pointed out the essential role that glaciers play in supporting rivers and lakes that provide drinking water to nearly 2 billion people worldwide. He proposed the establishment of a "global partnership" aimed at glacier preservation.
Addressing Broader Impacts of Water Scarcity
He further addressed the threats posed by water scarcity on food security, energy reliability, and industrial growth, stating, "Water knows no borders. Hence, expanding dialogue among countries and developing international partnerships is crucial."

Tokayev argued that water security could be achieved through the "single water principle" and enhancing multilateral dialogues. He expressed Kazakhstan's readiness to contribute to collective efforts in enhancing global water management.
